Edward Baker is Of Counsel in Constantine Cannon’s Washington, D.C. office. He represents a broad range of whistleblowers and has extensive experience, in particular, with healthcare and defense procurement fraud under the federal False Claims Act and equivalent state acts. Prior to joining Constantine Cannon, Mr. Baker was an Assistant U.S. Attorney in the Eastern District of California within the Affirmative Civil Enforcement practice group. He previously served as the Director of the Vermont Medicaid Fraud Control Unit (MFCU), prosecuting civil and criminal Medicaid fraud cases. He began his professional career in private practice in government enforcement defense, commercial litigation, and plaintiff-side class actions.
